Ronnie Charles, SPHR, GPHR, IPMA-SCP
National Managing Director
Ronnie Charles is a National Managing Director & Practice Leader with Gallagher's Human Resources and Compensation Consulting practice, leading the public sector and higher education consulting service line.
With over 30 years of professional Human Resources experience, Ronnie specializes in all facets of Strategic HR Operations to include Compensation and Benefits, Total Rewards, Talent Acquisition, Employee & Labor Relations, HRIS and Workforce Planning. He also brings extensive experience in project management leading and implementing large scale change and HR transformation initiatives.
Prior to joining Gallagher, he served as Chief Human Resources Officer (CHRO) for the city of Baltimore, Maryland. In this capacity, he led all Strategic Human Resources initiatives leading a workforce of over 20,000 employees. He has also served as Director of Human Resources & Information Technology for the City of Suffolk, Virginia. In this role, he was responsible for strategic HR Service Delivery, Risk Management, and Enterprise Information Technology Systems.
Ronnie experience also includes a progressive career of leadership roles with the District of Columbia in Washington, DC where he served as a Human Resources Director and a Chief Operating Officer (COO). As COO, he was responsible for Human Resources and Labor Relations, Contracts and Procurement, Facilities and Fleet Management, Risk Management, Information Technology Systems and a comprehensive revenue generating Business Services Division. In this role he served as a key liaison with the District of Columbia City Council, the Executive Mayor's Office, and represented the District before the United States Congress on HR and Human Services issues.
Ronnie earned his B.S. in Management from Saint Paul's College. He is also a graduate of Virginia's Executive Institute, Harvard University's HR Program on Negotiation, and the University of California Los Angeles (UCLA) Advanced Program in Human Resources.
