Tom Downey
Chief Executive Officer, Pen Underwriting
Tom Downey joined the Gallagher group in 2014 as Managing Director of Specialty within its ‘virtual insurer’ business, Pen Underwriting, delivering growth and enhanced profitability before being appointed Pen’s Chief Underwriting Officer in 2017. This role saw Tom take responsibility at executive level for underwriting, capacity management, pricing, analytics, risk & governance, claims and marketing.
In March 2020, Tom was appointed as Pen’s Chief Executive Officer, taking over the leadership of the £600m GWP underwriting business, with full day-to-day management responsibility for Pen and its team of more than 350 insurance professional across its 12 UK offices.
Tom came to Pen after a successful 25-year career with insurer RSA where he was responsible for sharping the strategy of and managing its UK MGAs and delegated authorities.
